How to form an emergency lane correctly: 2, 3 and 4 lanes
The rule is simpler than many think: whoever is driving in the left lane moves left — everyone else moves right. The emergency lane always forms between the left lane and the one directly next to it. You form it as soon as traffic starts to slow, not only when blue lights approach. Failing to do so costs at least 200 euros plus points and a possible driving ban.
The basic rule — with the right-hand trick
The legal basis is Section 11(2) of the German Road Traffic Regulations (StVO): on motorways and rural roads with at least two lanes per direction, vehicles must form a corridor for police and rescue services as soon as traffic comes to a crawl.
The right hand works as a memory aid: the thumb stands for the left lane, the other fingers for all the rest. The corridor opens where thumb and index finger part — between the far left lane and everything else.
How it works with 2, 3 and 4 lanes
With two lanes: the corridor forms in the middle. Vehicles on the left move left, vehicles on the right move right.
With three lanes: the corridor forms between the left and the middle lane. Only those on the far left move left — middle and right lanes move right together.
With four lanes: same logic. The corridor runs between the far left lane and the other three, which all move right.
The hard shoulder is not part of the emergency lane. It stays clear for broken-down vehicles and should only be used for evasion if there is no other way.
When must the corridor be in place?
As soon as traffic slows to walking pace or stops. Not only when an emergency vehicle appears in the mirror — by then it is usually too late, because vehicles can no longer manoeuvre. The corridor stays in place until traffic flows again.
Penalties: what a violation costs
Since the StVO amendment of 9 November 2021, fines are substantial: failing to form an emergency lane costs 200 euros, two points in Flensburg and a one-month driving ban. If emergency vehicles are obstructed or endangered, or property is damaged, the fine rises to 240 to 320 euros. Driving through the corridor without authorisation is also fined at 240 euros, two points and a one-month ban.
For motorcyclists: the corridor is not an overtaking lane. Anyone using it to filter through risks the same penalties as any other unauthorised user.
Special cases: roadworks, urban roads, abroad
At roadworks the obligation continues — the corridor is formed as well as the road width allows. On urban roads the StVO does not prescribe an emergency lane; the general duty applies to clear the way immediately for emergency vehicles using blue lights and siren. Austria has had a very similar emergency-lane rule since 2012; other neighbouring countries also require making way for emergency services, though the details differ.
How violations are proven — increasingly from the emergency vehicle itself
For a long time, enforcement failed for lack of proof: without witnesses and licence plates, violations went unpunished. That is changing.
